NOCA wanted to create an official presence in Washington, D.C., making NOCA the "go-to" organization for policy matters pertaining to certification and licensure. This included establishing membership on the preeminent veterans coalition based in D.C., securing funding for the National Veterans Business Development Corporation, establishing relationships with various veterans' service organizations and key Members of Congress, and earning representation on a federally-created advisory panel on certifications. |

The SmithBucklin Government Relations team:
- Secured seats on two federal advisory panels that had previously ignored NOCA's potential for participation
- Spearheaded efforts with veterans' organizations to secure funding for the National Veterans Business Development Corporation.
- Succeeded in establishing strong working relationships with a number of veterans' service organizations in Washington, including Vietnam Veterans of America, Association of Service Disabled Veterans, Blinded Veterans Association, and Veterans of Foreign Wars
- Secured an opportunity for NOCA to testify before the House Veterans Affairs Benefits Subcommittee on licensing and credentialing of military job skills for civilian employment.
- Established strong working relationships with key Members of Congress and staff members on certification and licensure.
- Secured support of key Members of Congress and veterans groups for NOCA's participation in national advisory board dealing with certification of skills of military personnel.

The initiatives resulted in the following:
- The advisory panel seats positioned NOCA as an equal with other stakeholder groups
- Successfully securing an appropriation of $4 million to fund the National Veterans Business Development Corporation
- Strong working relationships with veterans' service organizations in Washington that will help advance NOCA's agenda
- The House Veterans Affairs Benefits Subcommittee Chairman invited NOCA to co-host annual conference on veterans' transition issues. The Chairman also invited NOCA to participate in his informal advisory group on certification.
- Successfully amended a new public law to give NOCA the opportunity to participate in certification board advising the Department of Veterans Affairs
